Scope of Work
This statement of work is for General Contracting Services. General contractor will provide labor, materials and equipment for facility maintenance and repairs, including but not limited to renovations, electrical, commercial heating, ventilation and air conditioning (HVAC), plumbing, wastewater systems, masonry, concrete, irrigation, commercial flooring, renovations and playground maintenance and repair.
HCG & B2G Victory
Since 2020, Honestly Construction Group has maintained a close working relationship with B2G Victory Co-Founders Julie Irvin Hartman (MBA, Certified Proposal Manager) and Susan M. Repka. The relationship was started before the establishment of B2G Victory, Greg Williams (Principal, Honesty Construction Group), Julie Hartman, and Susan Repka connected at a Houston Community College Small Business Procurement Event. During the event, Greg visited the exhibit table hosted by Julie and Susan.
B2G Victory manages the proposal submission process for HCG, with Susan collaborating directly with Greg to gather essential information from HCG and its subcontractors. In addition to proposals, Susan manages Greg’s certifications and SAM registration to ensure he stays compliant on his contracts with Minority, Small and Disadvantaged goals.
About Honesty Construction
In 2008, while serving as a Project Manager at Jacobs Engineering, Mr. Williams laid the foundation for Honesty Construction Group (HCG). The catalyst? A pivotal meeting with the Goose Creek School District (GSID) Construction Executive, who candidly expressed the challenges of finding an “Honest” contractor—one committed to providing both a fair price and exceptional service.
From that moment, Honesty Construction Group (HCG) was born, guided by unwavering principles: Fair Price and Exceptional Work. GSID became one of our first valued clients, and our client roster expanded to include Horizon Group International and Johnson Controls.
Since 2014, HCG has successfully executed projects spanning residential clients and government entities. Notable collaborations include the Harris County Area Agency on Aging, the City of Houston Public Works Department, and various Greater Houston Metro Area school districts.

About TxDOT
TxDOT is governed by the Texas Transportation Commission and an executive director selected by the commission. Before a project is completed, a study must be done to determine if it will fill a transportation need, will not negatively impact the surrounding area and fits the department’s overall plan. During the study phase, potential projects are analyzed to determine if they are cost-effective while also efficiently improving mobility. Some of these projects have moved beyond the study phase and are under construction.
