Texas Southern University is excited to announce the start of construction on three new campus buildings, with Tellepsen Builders serving as the Prime Contractor. To demonstrate its commitment to Historically Underutilized Businesses (HUBs), the university has set a 42% HUB participation goal for this project.
Join us for an informational outreach event where HUB vendors will learn how to participate as subcontractors in upcoming bid opportunities through Tellepsen Builders. This session will provide valuable insights into Tellepsen’s procurement process, bidding opportunities, and requirements for potential subcontractors.

In accordance with Texas Government Code, Chapter 2161, Texas Procurement and Support services (TPASS) are responsible for administering the Historically Underutilized Business (HUB’s) Program for the State of Texas. The Texas Legislature and Texas Administrative Code 111.13 define a HUB as a for-profit corporation, partnership, sole proprietorship, joint venture, or supplier contract Historically Underutilized between a HUB and prime contractor, which is 51% owned by one or more persons who have been historically underutilized because of their identification or membership to certain minority groups including:
- Women
- Black Americans
- Hispanic Americans
- Asian Pacific Americans
- Native Americans
- Service Disabled Veteran
